What a mobile money agent does
MTN's terms define agents as persons registered by MTN to provide MTN services 4. Its MoMo page says customers deposit and cash out at registered agents or MTN service centres 3. The page says agents earn commission when customers buy airtime, data or prepaid electricity at their store 3.
MTN's terms describe agents as independent outlets authorised by MTN and say no agency relationship exists between MTN and its agents 4. The terms say MTN is not liable for an agent's default or negligence 4.
Rules for agents reported in 2026
Amnon Jakony of Access Radio reported on 1 September 2026 that the Bank of South Sudan amended the Electronic Money Regulation of 2017 1. The bank's regulations page lists the 2017 regulation. It did not show the amendment or a separate agent regulation when checked on 20 October 2026 8. The points below are as reported 1.
- Agent networks must be non-exclusive, so an agent can work with several providers 1.
- Agents are classed as sub-agents or super-agents based on registration and operating capacity 1.
- Providers are responsible for selecting, supervising and monitoring their agents 1.
- The central bank will keep a public online register of agent locations, with monthly updates from providers 1.
- Providers must give at least 30 days' notice before moving or closing an agent outlet 1.
- Over-the-counter e-money transactions are capped at SSP 6,500,000 per transfer 1.
How to apply
Apply to the provider you want to work with. The Bank of South Sudan licensing page covers bank licence forms only. It listed no agent application form when checked on 20 October 2026 6. The e-money licence fee of SSP 65,000,000 reported by Access Radio applies to licence applicants, not to agents 1.
MTN's MoMo page has a section headed "become an Agent" but does not list requirements or documents 3. To ask MTN, call toll free 100, use WhatsApp on +211920002200 or email [email protected] 3.
This guide could not confirm the documents, float or premises a provider asks of new agents. Ask the provider for its written requirements and agent agreement before you sign 3,4.
Duties once you are an agent
Access Radio reported on 18 July 2025 that a central bank notice requires businesses to accept mobile money and to display a notice with their registered agent number 5. The report said refusal could bring fines or prosecution 5.
Under MTN's terms, the agent records the identity a customer presents for each transaction 4. Under the 2025 amendment as reported, providers must report suspicious transactions within 24 hours and keep transaction records for at least five years 1.
Access Radio reported in July 2025 the fees customers pay to withdraw at agents. MoMo charged SSP 100 to SSP 15,000. M-Gurush and Digi Cash charged 1.7%, with a minimum of SSP 400 and a maximum of SSP 60,000 7.
Findings by official bodies
UNCDF reported in April 2023 that no agent regulations were in place, so the central bank did not record the number of agents 2. It said informal Safaricom agents were operating in South Sudan without supervision 2. It recommended that the central bank develop regulations for agents and agent banking 2.
